we agree with the Commissioner that there is strong circumstantial evidence that the Oil for Food Programme was used by the Iraqi government, with Mr Galloway's connivance, to fund the campaigning activities of the Mariam Appeal. It found that Galloway's use of parliamentary resources to support his work on the Mariam Appeal "went beyond what was reasonable" and "we recommend that he apologise to the House, and be suspended from its service for a period of 18 actual sitting days." Galloway's suspension was not intended to be immediate, and he was given the opportunity to defend himself in front of the committee members in the House of Commons on 23 July 2007. During the debate, Galloway repeatedly called into question the motives of the members of the Select Committee, in particular alleging that some of them were members of a political organisation named "Indict" and were persecuting him for speaking out against the Iraq War. Speaker Michael Martin warned Galloway that his accusations were not relevant to the matter at hand, but he rejected the warning and responded by saying that Martin would have to order him out of the house if he had any issue with the accusations. Martin therefore named Galloway, leading to the attending members voting to trigger his suspension from parliament that day rather than wait until after the summer recess as had been recommended. === Efforts to reduce recreational use in the US === In 2011, the Obama administration released a white paper describing the administration's plan to deal with the opioid crisis. The administration's concerns about addiction and accidental overdosing have been echoed by numerous other medical and government advisory groups around the world. As of 2015, prescription drug monitoring programs exist in every state except for Missouri. These programs allow pharmacists and prescribers to access patients' prescription histories in order to identify suspicious use. However, a survey of US physicians published in 2015 found that only 53% of doctors used these programs, while 22% were not aware that the programs were available to them. The Centers for Disease Control and Prevention (CDC) was tasked with establishing and publishing a new guideline, and was heavily lobbied. In 2016, the CDC published its Guideline for Prescribing Opioids for Chronic Pain, recommending that opioids only be used when benefits for pain and function are expected to outweigh risks, and then used at the lowest effective dosage, with avoidance of concurrent opioid and benzodiazepine use whenever possible. Research suggests that the prescription of high doses of opioids related to chronic opioid therapy (COT) can at times be prevented through state legislative guidelines and efforts by health plans that devote resources and establish shared expectations for reducing higher doses. While most definitions of tissue engineering cover a broad range of applications, in practice, the term is closely associated with applications that repair or replace portions of or whole tissues (i.e. organs, bone, cartilage, blood vessels, bladder, skin, muscle etc.). Often, the tissues involved require certain mechanical and structural properties for proper functioning. The term has also been applied to efforts to perform specific biochemical functions using cells within an artificially created support system (e.g. an artificial pancreas, or a bio artificial liver). The term regenerative medicine is often used synonymously with tissue engineering, although those involved in regenerative medicine place more emphasis on the use of stem cells or progenitor cells to produce tissues.
=== Language === Marain is the Culture's shared constructed language. Designed to be represented either in binary or symbol-written form, Marain is also regarded as an aesthetically pleasing language by the Culture. Many of these concepts would in fact be somewhat theoretical to the average Culture citizen. Indeed, the presence of these concepts in other civilisation signify the brutality and hierarchy associated with forms of empire that the Culture strives to avoid. Biomedical waste or hospital waste is any kind of waste containing infectious (or potentially infectious) materials generated during the treatment of humans or animals as well as during research involving biologics. It may also include waste associated with the generation of biomedical waste that visually appears to be of medical or laboratory origin (e.g. packaging, unused bandages, infusion kits etc.), as well research laboratory waste containing biomolecules or organisms that are mainly restricted from environmental release. As detailed below, discarded sharps are considered biomedical waste whether they are contaminated or not, due to the possibility of being contaminated with blood and their propensity to cause injury when not properly contained and disposed. Biomedical waste is a type of biowaste. Biomedical waste may be solid or liquid. Examples of infectious waste include discarded blood, sharps, unwanted microbiological cultures and stocks, identifiable body parts (including those as a result of amputation), other human or animal tissue, used bandages and dressings, discarded gloves, other medical supplies that may have been in contact with blood and body fluids, and laboratory waste that exhibits the characteristics described above. Waste sharps include potentially contaminated used (and unused discarded) needles, scalpels, lancets and other devices capable of penetrating skin.
